CJI Surya Kant inaugurates Gurugram’s ‘Tower of Justice’, stresses on women-friendly judicial infrastructure

Justice Surya Kant, Chief Justice of India, said on Sunday, July 12, 2026, that judicial infrastructure is no longer a luxury but a “very dire need” and called for mandatory facilities for women lawyers, including separate bar rooms and adjoining child care facilities, in all new court complexes.
Speaking at the inauguration of the new Justice Tower, a seven-acre judicial complex for the Gurugram District and Sessions Court near Rajiv Chowk, the Chief Justice said it was the duty of all the three organs of the Constitution to provide a confidence-inspiring atmosphere to socially and financially backward litigants.

Chief Justice Kant said, “Just as first aid is given to a patient arriving at the hospital, the consumer of justice arriving at the court should also be provided with first aid in the form of basic amenities such as seating, drinking water and toilet.” He noted that Gurugram’s transformation from an agricultural town to an industrial hub has led to a sharp increase in legal disputes of all kinds.
Pointing out the lack of facilities for women lawyers, the CJI cited a recent survey by the Supreme Court Bar Association; this study found that many judicial complexes in the states lack basic facilities for female members of the bar. “In many states, women lawyers are not provided with the necessary facilities. Wherever a new judicial infrastructure is being established, it is our best effort to ensure that these facilities are mandatory. Without them, it would not be right to call this place a modern courthouse complex.”

It urged the Punjab and Haryana High Court to provide a child care room adjacent to the room of women lawyers in the new Gurugram complex.
Chief Justice Kant, bhoomi puja In his capacity as in-charge of the Punjab and Haryana High Court Construction Committee for the complex in January 2017, he described the day as “historic” and “unforgettable”.

The new court complex has 55 modern courtrooms compared to 45 modern courtrooms in the old building. It also houses a bank, post office, bar library, mediation center and other citizen-focused amenities.
The CJI said technology plays a key role in rapid disposal of cases and its optimum use can only be possible with proper infrastructure. He expressed hope that the courtrooms and conference rooms in the new complex will take full advantage of technology.
Referring to integrated court complexes in some states that house sessions, family, labor and environmental courts under one roof, Chief Justice Kant said this is a useful concept for both lawyers and litigants. He expressed confidence that the Punjab and Haryana High Court would initiate steps to set up such combined complexes in Haryana with the support of the State government.
On the occasion, the CJI also laid the foundation stone of new court complexes in Punhana and Tauru subdivisions in Nuh district.
Haryana Chief Minister Nayab Singh Saini, Union Law Minister Arjun Ram Meghwal and Union Urban Affairs Minister Manohar Lal were also present.
