Kumar Mangalam Birla appointed Non-Executive Chairman of Vodafone Idea Board

Vodafone Idea informed the stock exchanges on May 5 that its Non-Executive Director Kumar Mangalam Birla has been appointed as the Non-Executive Chairman of the company.

According to the statement, this comes after the current President Ravinder Takkar’s request to leave office was accepted from today, i.e. May 5, 2026. He added that Takkar will continue as a Non-Executive Director of the telecom company.

It is noteworthy that Birla’s appointment came just days after Vodafone Idea was accepted. 20,000 crore relief in adjusted gross revenue (AGR) dues case. AGR is the revenue base used to calculate the license fees that telecom operators must pay to the government.

Vi’s AGR dues were cut by 27% 64,046 crore

In a major relief for the Indian government, Vodafone Idea’s AGR dues were cut by around 27% on April 30. A five-year moratorium has been provided for payments amounting to 64,046 crore, PTI reported. This comes after the Department of Telecommunications (DoT) constituted a committee to re-evaluate the statutory dues fixed in 2017. 87,695 crore was added till last December.

More than 58 crore shares of Vodafone Idea were traded today as the stock surged close to 8% and maintained gains for the second consecutive session following news of revaluation and reduction in AGR dues.

  • Vodafone Idea now has 10 years to pay off its debts, with the first payment due in five years. It will then need to repay at a minimum between FY 32-35 (four years) 100 crore annually and the remaining will be paid in six annual installments from FY 36-41 (today 10,608 crore per annum), according to the application.
  • In addition, the telecommunications industry also needs to pay. 124 crore towards AGR dues for FY 18-19 from March 2026 to March 2031, the report stated. It was stated that these dues were not part of the reassessment.

The Union Cabinet had on December 31 approved a significant relief package for Vodafone Idea, freezing outstanding AGR dues and granting a five-year moratorium on payment. This was followed by the Supreme Court allowing the government to reassess the dues, interest and penalties.

Vodafone Idea’s AGR dispute: Background

The AGR dispute began in 2019, when the SC ruled that telcos must pay their legal obligations for AGR, including non-telecom revenues. At that time, DoT had fixed Vi’s AGR dues till FY 2017. 58,254 crore pegged the same as per the company’s self-assessment 21,500 crore.

In 2020, the SC banned any self-assessment or re-evaluation due to discrepancies between DoT’s calculations and operators’ self-assessed dues. After dismissing the objections in 2024, the high court agreed to hear curative petitions from Vodafone Idea and other operators in 2025 and allowed the government to reconsider.

It is noteworthy that the government holds a 49% stake in Vodafone Idea.
