Haryana cabinet approves job support for families of 1984 anti-Sikh riot victims

The Haryana Cabinet on Monday paved the way to provide compassionate employment to one family member each of persons killed in the state during the 1984 anti-Sikh riots.

According to the official statement, the cabinet, which met in Chandigarh under the chairmanship of Chief Minister Nayab Singh Saini, approved an amendment to the Appointment of Contractual Persons Policy 2022 to facilitate this.

Mr. Saini had made a statement on this issue in the Vidhan Sabha in August this year.

The amendment added a new clause in the policy that allows one unanimously identified family member of each riot victim to be considered for posting in a suitable job under Tier I, II or III categories, subject to educational qualifications and eligibility criteria laid down by the Haryana Kaushal Rozgar Nigam (HKRN).

The statement stated that if all positions in a department are filled, HKRN will assign the appropriate person to another department or its own organization.

“This compassionate measure ensures justice, transparency and dignity for families who suffered irreparable losses during the 1984 riots by providing a structured participation mechanism through the HKRN,” he said.

In another decision, the cabinet approved the 2025 Teacher Transfer Policy, which replaces the existing 2023 Teacher Transfer Policy.

Within the scope of the new transfer policy, the concept of zoning was abolished and teachers were allowed to choose any school directly.

“However, providing additional funds to teachers of ‘Rest of Haryana’ cadre for postings of their choice in Nuh district or Hathin and Morni blocks remains the same as in the Teacher Transfer Policy 2023. Teachers belonging to Mewat cadre will not be appointed out of cadre,” the statement said.

The distribution of schools will be determined by the total composite score calculated from the 80 points earned by each teacher.

Age will be the main factor and will have a maximum weight of 60 points.

In order to cater to special categories such as women, female-headed households, widows, widowers, physically disabled people, teachers with serious illnesses, couple cases, etc., teachers in these categories will be awarded a maximum of 20 points.

The cabinet also approved a proposal to enact the Haryana Abadi Deh (Acquisition, Registration and Settlement of Property Rights) Regulations, 2025.

“This landmark initiative aims to grant property rights to squatters in Abadi Deh areas (settlements within a village) based on ownership records created through drone surveys and property cards,” the statement said.

The regulation will provide legal recognition to the process of transferring, recording and settling property rights in Abadi Deh revenue land to occupiers.

It aims to identify and delineate the boundaries and areas of each unit of inquiry, creating a presumption of accuracy in official records.

The regulation will also facilitate the transfer of property rights such as ownership, leases and mortgages (with or without possession), allowing residents to access financial services, including bank loans.

It will also promote planned development in Abadi Deh areas, resolve long-standing disputes over boundaries and ownership, and economically empower rural residents by enabling them to enjoy their property.

Additionally, the cabinet approved the amendment to the Punjab Village Common Lands (Regulation) Rules, 1964. However, the rules may now be called Punjab Village Common Lands (Regulation) Haryana Second Amendment Rules, 2025.

With the amendment made in Article 6(2) of the Law, it is stated that 5 percent of the land proposed to be rented for cultivation purposes will be reserved for Disabled Persons who have a disability certificate of 60% or more.
