“Regulatory bodies such as Access Canberra and ACT Health play an important role in licensing, inspections and compliance. However, the illicit tobacco trade is no longer just a regulatory issue. It is increasingly linked to organized crime networks, intimidation and wider illegal behavior,” Mr Caruana said.
