Switzerland to vote on plan to cap population at 10 million

Describing it as an “attempt at chaos”, the government, other political parties, business leaders and unions argue it will starve hospitals and hotels of much-needed staff and damage hard-won relations with the European Union, leaving non-EU Switzerland alone in a very risky world.
