Probation Service failing to assess thousands who pose risk to women, watchdog says | Prisons and probation

A guard cannot follow and evaluate tens of thousands of criminals who pose a serious risk for women and girls in England and Wales.
HM Probation Chief Inspector Martin Jones launched a six -month investigation into public protection failures, and said it was inevitable to be more murder, rape and serious sexual crimes without healing.
The comments have a lack of personnel in probation service, and the government increases the workload by labeling and monitoring more criminals in the community.
Jones said that several inspections found that about one -third of criminals released to the community were not properly evaluated.
He said: “This means, really sharply, [probation staff] Don’t understand enough about the risk of the people they manage. They have information, they do not use it to reduce and manage this risk. And unfortunately, the fact that women and children are somehow under the risk of violence is largely maintained by men on supervised freedom.
“Supervised freedom service manages 160,000 criminals in the community. We found that two-thirds of these cases are not 100,000 cases and 100,000 cases are not managed… Therefore, we are talking about tens of thousands of people who pose risk for women and girls.”
Before killing an entire family in 2021, Jones refers to the case of Damien Bendall, which was categorized by the probation personnel as “low risk ,, and warned that serious failures will be other examples by probation without emergency reforms.
He said: “It is inevitable that the lack of public protection will lead to increasing risk for the public, and I guess you will see a serious increase in the number of more serious crimes.”
In order to increase the number of criminals watched by electronic labeling, plans were summarized on the penalty invoice. Last week, the government announced that the criminal will be labeled up to 22,000 each year. “Change Plan”.
Jones said that labeling should not be seen as a way of controlling or reducing serious crimes. He said: “Bendall wore a label, but did not prevent his crimes. And they need help to fight with most criminals to fight, live and find a job. Labeling does not help them.”
He said that his ability to share information is vital to improve public protection. “If the probation does not understand the risk of someone’s risk – for example, you do not understand who lives in a house and the risk of abuse in a family – then you will result in more tragedy.”
Jones’ team controlled more than 40 supervision offices assessing the protection tasks of the public, and each was ranked as “insufficient” or “improvement”.
The police, who were examined by Jones’ inspectors in a case, were called to the address of the domestic abuse perpetrator 11 times in five years. Probation service knew that children were at home, but he did not ask the police any more details about events, and he did not understand how this perpetrator and his children were at risk.
In another, they found that a man who was a risk for his wife and children visited his house three times for his wife and children. The staff had to question why he had avoided visits, but he did not increase his concerns with child services.
Jones said that the observer’s inspectors would suspend all controls of controlled freedom offices for six months to concentrate on public protection.
“This government inherited a controlled freedom service under tremendous pressure with hardworking personnel loaded with high workloads.
“We correct this with 1,000 new trainee -supervised freedom worker last year and we plan to hire more than 1,300 more. In addition, we increase the probation budget 45% in the next three years, and we invest in new technology to reduce the new technology as an executive, so that we can focus on working with criminals and protecting the public.”
