UK defense secretary John Healey resigns over military funding dispute

Britain’s defense minister resigned on Thursday, accusing Prime Minister Keir Starmer’s government of failing to adequately fund the military despite growing threats from Russia and growing demands from NATO, dealing a major political blow to the prime minister ahead of an alliance summit in July.

In his resignation letter, written in sharp terms, John Healey stated that the government had failed to allocate the resources required to carry out the UK’s long-term defense strategy, and argued that the country’s armed forces risked being deprived of the money, personnel and industrial capacity required to overcome increasing security problems.

“This new era for defense required greater investment through the Defense Investment Plan,” Healey wrote. “Since then, in this period of increasing threats, you have failed to allocate the resources the country needs to defend the country, and the Treasury has been reluctant.”

While European governments have pledged major increases in defense spending and warned that Russia poses a long-term threat to the alliance, many continue to grapple with the political and fiscal realities of rebuilding armed forces after decades of post-Cold War cuts. The debate has taken on greater urgency as Trump pushes European countries to take more responsibility for their own defense.

Healey’s departure appears to stem from disagreement over the pace and scale of future defense spending. In his letter, he argued that Britain should commit to spending 3 per cent of gross domestic product on defense by 2030 and criticized the government funding plan, which he said would reach only 2.68 per cent by the end of the decade.

“The government cannot warn about Russia, Iran and China and then produce a Defense Investment Plan that leaves the Armed Forces without the money, people, stock and industrial capacity needed to meet that threat,” retired British Army Major Andrew Fox, a senior fellow at the Henry Jackson Society, told Fox News Digital.

“This is now a test of seriousness for Keir Starmer. A Defense Secretary resigning for national security reasons is telling our allies, our enemies and our own troops that Britain’s defense objectives are not properly funded.”

Healey was one of Starmer’s staunchest cabinet allies, publicly defending the prime minister during recent internal unrest in the Labor Party.

The resignation intensifies pressure on Starmer, who is already struggling with questions about his political future after a series of election defeats and growing unrest within his own Labor Party.

The dispute comes at a crucial time for NATO. Alliance leaders recently agreed to significantly increase defense spending targets amid ongoing concerns about Russia’s military ambitions and growing pressure from President Donald Trump on European allies to shoulder more of the burden of their own defense.

Healey himself was telling Parliament that Starmer was determined to publish the Defense Investment Plan before the NATO summit on 7 July. According to the Guardian, Healey learned the final details of the spending deal just days before he resigned on Monday.

Liberal Democrat leader Ed Davey likewise argued that the resignation showed the government needed to devote more resources to national defence, and said Labor needed to “get serious about properly funding our armed forces”.

Britain remains one of NATO’s most important military powers, but there is a growing debate about whether its armed forces are large enough and adequately funded to maintain the leadership role promised by successive governments.

Britain’s own parliamentary defense committee recently warned that although Britain remains Europe’s leading military power, its ability to maintain that position is under pressure.
