Delhi GST amendment bill cleared in state assembly amid uproar

Delhi Prime Minister Rekha Gupta introduced Bill 2025 in the State Legislative Assembly on Thursday and Passed on Friday. He said that the amendments aligned the Delhi GST Law with the reforms spent by the Union Government in the Central GST Law and provided consistency in tax regulation.
Opposition leader Atiishi in the Delhi Assembly called for a discussion about the changes. However, the speaker Vijender Gupta said he never allowed discussion while AAP is in power.
“I became a finance minister and presented the budget. This is just a formality,” the former minister in the AAP government and now a BJP Mla Kailash Gahlot. He said.
In response, Atithi said that it was not the Central GST invoice, but a bill introduced 2025 Delhi goods and Service Tax (Amendment).
He said, “It is just formality, insulting home.” The speaker allowed Atishi to present his views. In the meantime, chaos began and Aap Mla Anil Jha was exposed. Speaking at home, Atishi, Delhi Goods and Service Tax (Amendment) bill, BJP’s special economic regions (Sezs) will give tax exemptions to ordinary traders, he said.
Authorized, the new provisions will allow the government to request documents in any format and will create concern and confusion among small businesses.
“On the one hand, BJP harasses local traders with pleasure adaptation rules, on the other hand, offers tax sops to Sezes that are nothing but secure paradise for industrialists.”
GST alleged that Bill has given the government the authority to sweep the government, claiming that he allowed any individual to request a document in any format.
“This opens the door to the arbitrary harassment. Previously there were fixed formats, but there is no such clarity under this bill. The government will now have the authority to ask different kinds of documents according to their discretion. This is an important source of anxiety for the business world.”
He pointed out that the biggest Sezs in this country belong to BJP’s close friends.
“These friends receive generous tax exemptions, new rules and restrictions are applied to the rest of the trade community.
The changes were introduced with a two -focused legislative package. The first package of 45 amendments approved at the GST Council meetings held in July 2023, October 2023 and June 2024 focused on expanding the ITC timelines, simplifying the registration and return file, creating the GST Court of Appeal and starting an amnesty plan for interest and relief on penalties.
The second package in the 55th GST Council meeting in December 2024 included 14 changes in the track-iz systems, such as mismatch penalties, ISD credit distribution, treatment of municipal funds and facilitated appeal processes, such as execution and procedural clarity.
“Previously, how much Gutkha has been produced or sold before,” the government has not been watched before.
As of March 31, 2025, the GST amnesty led to 218 RS for Delhi as of March 31, 2025, which is a clear sign of taxpayers’ sensitivity to reforms.
During the discussion, the Prime Minister criticized for the former Finance Minister Atiishi for asking questions about the changes made in the meetings.
“Now he doesn’t discuss, nor is he questioning the reforms he helps to shape.
The Prime Minister claimed that Atishi did not attend the 55th GST Council meeting, where these reforms were approved. The Prime Minister added that the former government was respected by institutional processes and that Delhi would benefit even more.
“Delhi is a union region. Income tax, customs and institutions taxes are not the Delhi government by the center. We are responsible for GST, VAT, Consumption and Stamp Tax.”
He thanked the central government for continuing to meet the costs of law enforcement, pensions, subway operations and large urban development plans.
“Delhi police salaries to 6,000 RS pensions, from the subway railway to central universities, Delhi takes more than the maturity. It is the center that allows Delhi to work without any problems independent of politics.” PTI
