Mr Burnham’s arrival at Number 10 marks Britain’s fifth Prime Minister in four years.
In his first speech as Prime Minister, Mr Burnham will say he is “acutely conscious” of the high turnover in power and will vow to restore confidence in the government, as well as highlighting the need for more stable and responsible policies.
Mr Burnham’s allies said he would argue on Monday that political stability should deliver “tangible” improvements to the cost of living along with the “breathing room” he has previously promised.
Before the speech, Sir Keir is expected to make his own speech outside No 10 before formally resigning before heading to Buckingham Palace where Mr Burnham meets the King to “kiss hands” and be appointed prime minister.
Mr Burnham is expected to name his cabinet after his speech.
With Mr Miliband now a candidate for the top job at the Foreign Office, it is suggested Ms Mahmood is expected to get the nod.
The department is reportedly set to undergo a major shake-up, including plans to see a return to spending 0.7 per cent of GDP on international aid.
Accordingly IndependentSenior party sources said “Andy Burnham’s lieutenants” were consulting experts within the Labor Party about how to revamp the Foreign Office.
While Mr Burnham has yet to set out many of his ambitions for the prime ministership, he has made clear he wants to devolve power from Westminster as one of his key priorities.
Behind this agenda is the new “No 10 North”, which is expected to visit Manchester towards the end of the week.
Mr Burnham is also expected to announce more oil and gas drilling in the North Sea as part of action on energy bills to help with the cost of living.
